Fall/Winter 2022 55 CAPA NEWS & VIEWS 2023 promises to be an exciting year for the asphalt industry and our partner agencies. CAPA is well positioned to provide training, education, technical support and specification development. Here is a brief overview of what is available. CAPA and our training and education arm, the Rocky Mountain Asphalt Education Center (RMAEC), continue to offer training for all aspects of the asphalt construction industry. The RMAEC administers the Laboratory for the Certification of Asphalt Technicians, (LabCAT) Program as a partnership between CAPA, the Colorado Department of Transportation (CDOT), the Federal Highway Administration (FHWA), and in cooperation with American Consulting Engineers Council (ACEC) and the Colorado Association of Geotechnical Engineers (CAGE). A full array of asphalt certification courses – testing and inspection – can be found on our website The RMAEC provides education and training for technicians who are preparing for certification and conducts various Asphalt Construction Seminars throughout the year. Please refer to the RMAEC page on the CAPA website for additional information. The RMAEC offers educational seminars for City and County Agencies, Contractors, and Consultants. Seminars may be held in the RMAEC training room; however, there are opportunities to customize employee training at a location of your choice. Tom Clayton Current Training offerings from the RMAEC: • Introduction to PC/OA (PC = Process Control, OA =- Owners Acceptance) Testing • RMAEC Asphalt Short Courses • APM Inspector Education Seminar • CAPA/ RMAEC Lunch and Learns The RMAEC has a comprehensive web-based asphalt training program. The Webinars are live interactive training sessions presented at NO COST by the RMAEC Staff, as well as Industry experts. Each webinar runs between 60 – 90 minutes and is recorded for later viewing. The range of Webinar Topics reaches from basic information to specific detailed training. A sampling of topics includes Asphalt Plant Production, Asphalt Inspection, Asset Management, Wide Crack Repair, Acceptance (OA) Testing, WMA, See the RMAEC tab on our website for a complete listing. The LabCAT program will continue to conduct certification sessions throughout the year. The full schedule of 2023 Certification sessions will be available in late November 2022. The LabCAT program certifies Technicians for all aspects of laboratory and field testing, including the inspection of asphalt paving materials during placement.
